Co-ordination and decentralisation
WGF works with UNDP on a UN Joint Programme to strengthen water governance to improve access to water and sanitation services. WGF has provided long-term support to UNDP Mongolia directly and through the GoAL WaSH programme. Since 2005, WGF has supported the UN Strategy on Water and Sanitation and developed the UN Joint Programme in Mongolia (by UNDP, UNICEF and WHO)  Detailed studies into the country water governance situation have helped government improve its co-ordination mechanisms, and examined how decentralisation might work in Mongolia’s unique social and environmental context.

In 2009, WGF participated in a UNDP mission to define a suitable GoAL WaSH Water Governce intervention.  A detailed country sector assessment was carried out, and consultations held with government, UN agencies and other counterparts.  WGF facilitated a workshop to present the mission’s findings and proposed the following options for intervention:

1. Strengthening Leadership and Focus on the Millenium Development Goals
2. Developing a Sector Financing Strategy
3. Improving Local Service Delivery in Soum Centres
4. Developing a Sanitation Strategy
