Scope of the project

The GoAL WaSH project in Mongolia aims to improve water and sanitation governance and living conditions of the Mongolian people,  through providing support to strengthen the coordination mechanism and improving water resources management.

The challenge addressed

The water governance situation in Mongolia is caracterized by fragmentation and lack of coordination. In addition, there are massive regional disparities and a lack of both governance capacity and legal framework that address the concerns of the rural water supply and sanitation sector.

The actions

 • To conduct a study on improved coordination mechanisms and a needs assessment of institutional capacity for water and sanitation management;
• Assisting the Government of Mongolia in the preparation of water strategies, standards and regulations;
• Assisting the Government of Mongolia to meet the Millenium Development Goals;
• To develop  data base on water and sanitation service coverage;
• To promote site-specific, innovative and cost-effective technologies for water use and wastewater treatment.

The achievements

• Following the recommendations from the study on improved coordination mechanism and needs assessment of institutional capacity for water and sanitation management, the local (soum) level public utilities organization’s management model was developed and accepted by the Ministry of Road, Transport, Construction and Urban Development for further up-scaling.
• A national standard on small-scale wastewater treatment facilities is developed and submitted for government approval.
• The first draft of the Millenium Development Goals road map has been developed.
• A national integrated database containing all relevant data on the water and sanitation service provision has been established at the Ministry of Road, Transport, Construction and Urban Development. www.watsan.gov.mn.
• An album of design drawings of monotype small-scale wastewater treatment facilities is under development.
