Governance and decentralisation
This project aims at building the governance capacity of 166 communes.  By supporting the decentralisation process in Mali, and helping vulnerable communities plan and budget, progress towards all the Millenium Development Goals (MDGs) will be accelerated. WGF has supported the UNDP country office design a water and sanitation component for this governance programme, through the global GoAL WaSH initiative.

A Country Sector Assessment of Mali was completed in November 2008 which reviewed the country’s status in relation to the achievement of the MDGs for the water sector. The main constraints encompassed capacity, investment, coordination, the lack of priority attached in particular to sanitation measures, and a difficult geographic environment. 

On the basis of the survey a project has been developed and implemented, aiming to provide support to UNDP's Coordinating Role in the 166 Most Vulnerable Communes of the National Food Security Programme (PNSA).

UNDP Mali Co-ordination Project
GoAL WaSH is collaborating with the UNDP Country Office, the United Nations Capital Development Fund (FENU) and the Netherlands Development Organisation (SNV). The main objectives are to:

  • Enhance national planning capacity to achieve the water MDGs through supporting the National Project Coordinator with resources to ensure good policy development and planning for the water sector, ensuring that the wider programme feeds into the Millennium Development Goals.
  • Strengthen planning capacity at regional, district and local levels for the realization of the Millennium Development Goals by supporting the national volunteer corps in capacity building for actors at these levels in matters pertaining to water sanitation and hygiene.
  • Support the development of the 166 communes in conjunction with other local institutions and develop inter-collective activities.  Better co-ordination between communities will promote good water, sanitation and hygiene practices
  • Disseminate best practices arising from project activities; and support management, monitoring and evaluation missions.
