Masterplanning and capacity building
WGF supports UNDP Madagascar in providing institutional support to the Ministry of Water in Madagascar. A national co-ordinator will be recruited to support the ministry in developing a national water master plan. The co-ordinator will also oversee:

  • An institutional study on the water sector as a whole (drinking water supply, agriculture, livestock, mining, etc.) in order to support water governance;
  • A national capacity building plan in order to identify human resources needs and suitable training programmes for effective water governance in Madagascar;
  • The recruitment and training of UN Volunteers who will be posted largely to regional locations whose managerial and technical skills in WSS will be upgraded, and who will also receive training as trainers;
  • Support to the Ministry of Water to take forward the work of establishing a comprehensive database for the sector;
  • An appropriate monitoring and evaluation to link key project indicators with the government’s targets;
  • A round table donor conference to consider Phase 2 funding.

This project is carried out through the GoAL WaSH Programme.
