Interest among water decision-makers and managers to work with integrity and accountability in water is on the rise. It is increasingly evident that preventing corruption positively impacts water development. WGF and partners recently concluded a study that maps ongoing activities and capacity needs to enhance integrity and accountability in SADC-region. The findings of the report are currently being followed-up with the development of integrity and accountability training programmes in the SADC region. Future training courses can be tailor made to any region and/or water sector. Ongoing water reform in many countries along with simultaneous governance reform provides a multitude of pathways and opportunities to promote integrity and accountability in water.

WGF is now entering the second phase. During the coming 4-year period, we will contribute to the implementation of the UNDP Water Governance Strategy 2008-2011. This period also will oversee the development of a UNDP Service Delivery Platform on water, which will serve as a knowledge base on policies, products and people in the water sector. It will provide information on the different services offered by the UNDP and others to enable easy and convenient access to various water related resources and peer support. To keep pace with the on-going development and expansion of new activities, WGF will expand the in-house competence base through the recruiting a Water Governance Advisor.

The mapping of integrity and accountability in water activities and relevant capacities in the SADC-region was carried out by the WGF in close collaboration with WaterNet, CapNet, and WIN. This exercise provides a base for continued work of the WGF, opening up to establish partnerships with new institutions and link up to relevant processes of accountability and integrity in the region.

A Mapping and Baseline Report has also been done in Kenya, aimed at establishing relevant and crucial partnerships within the sector, and further aligning the pilot activities within the on-going water sector reform processes. This report will guide the road map for implementing the WGF supported programme “Applying Anti-Corruption Measures in the Water Sector through a Human Rights-Based Approach to Development in Kenya”. This pilot programme is carried out in cooperation with UNDP-Kenya, in close collaboration with HURIST (Human Rights Strengthening Programme, OHCHR/UNDP / Global Human Rights Programme) and UNDP Governance Centre in Oslo.

There have been 1,831 interactions on transboundary basins (both conflictual and cooperative) over the last fifty years. 7 disputes have involved violence, and 507 conflictive events have occurred while approximately 200 treaties have been signed, with a total of 1,228 cooperative events.

EMPOWERS Partnership has launched a set of five publications related to local water governance and its different aspects. The publications present guidelines, methods and tools to utilise an innovative approach to participatory water planning and dialogue.
